The Inter-American Court of Human rights has found the Colombian state responsible for human rights abuses committed during the October 2002 Colombian military operation in the Comuna 13 marginalised district of Medellín, known as “Operation Orion”. The state affirmed that the aim of the operation was to drive out the FARC and ELN operating in the are, however, hundreds of unarmed civilians were arbitrarily detained, experienced sexual violence and torture or were “forcibly disappeared”. The Caravana delegation visited Medellin in August 2016 and spoke with human rights defenders from Comuna 13 and their lawyers who told the delegates that they had been struggling to demand justice for these abuses, since the events took place some 14 years ago.
