Caravana, War on Want and University of Sussex wrote to the National Protection Unit (UNP) requesting protection measures for Gilberto Torres. Gilberto is a union leader of Unión Sindical Obrera de la Industria del Petróleo (USO) who was kidnapped by paramilitaries in Casanare in 2002. He returned to Colombia in the spring of 2016. However, he continues to face harassment and illegal surveillance. The CERREM (Committee of Evaluation of Risk and Recommendation of Measures – Comité de Evaluación del Riesgo y Recomendación de Medidas) granted him full protection measures but the UNP cut them down to a mobile phone and a panic button. The letter is co-signed by War on Want and University of Sussex
